Evolution of DMCC

It was also stated that enterprises and entities operating in the free zone are not subject to regulation by the Dubai Economy or Dubai Municipality.

 

Rule No. 1 of 2003, dated March 22, 2003, established further restrictions (in Arabic). It states that the Ruler of Dubai must nominate the Authority's President, who can subsequently name the CEO and members of the Board of Directors. The law also expanded the free zone's jurisdiction to establish any additional organizations or businesses necessary to run the free zone and aid firms operating within, such as hiring employees and obtaining bank loans and support.

The DMCC Authority was placed under the jurisdiction of the Dubai Executive Council and designated as a complete department of the Dubai government. Before this, the entity served as both a free zone and its own authority.
