According to the DMCC Company Regulations, every single company that is operating in the free zone or has been registered with DMCC is required to appoint an auditor. A business registered in the DMCC Free Zone shall undergo yearly audits by the auditor. Evolution of DMCC

The free zone was constituted as an autonomous unit with independent authority by Rule No. 4 of 2002, which came into effect from May 1, 2002. All firms operating there are exempt from taxes and customs duties. It was also stated that enterprises and entities operating in the free zone are not subject to regulation by the Dubai Economy or Dubai Municipality.

Rule No. 1 of 2003, dated March 22, 2003, established further restrictions (in Arabic). It states that the Ruler of Dubai must nominate the Authority's President, who can subsequently name the CEO and members of the Board of Directors. The law also expanded the free zone's jurisdiction to establish any additional organizations or businesses necessary to run the free zone and aid firms operating within, such as hiring employees and obtaining bank loans and support.

DMCC Authority and major restructuring

The Dubai government's regulatory body for the DMCC is known as the DMCC Authority. The Chief Executive and Board of Directors oversee the DMCC Authority. The Ruler of Dubai selects the members of the Board of Directors, while the Dubai Executive Council nominates the Chief Executive.

The DMCC underwent considerable reform in 2020. The Investment Corporation of Dubai was given control of the DMCC as a center when the DMCC and DMCC Authority were separated. The DMCC Authority was placed under the jurisdiction of the Dubai Executive Council and designated as a complete department of the Dubai government. Before this, the entity served as both a free zone and its own authority.

To operate in the free zone, all enterprises must follow DMCC-established regulations. Companies in the Dubai Multi Commodities Centre must give genuine and fair records to DMCC-approved auditors to get a fair picture of their financial position. They are:
